I am following the workaround steps in document 1318741.1 "What to Check When Unable to Update Material Status Attributes?"

Workaround:
You need to redefine your status to disallow also this transaction but you won't be able to do it if any onhand has this status assigned, so here you should follow the steps below:
a) Update all the serials/lots/onhand  to any other status temporarily
b) Then update the original assigned status and disallow the transaction you had the problem.
c) Then assign again the original status  the desired Lots/serials/Material

*Note: This workaround can't be used if there are any transactions or history of status updates/
