ORA-06023 never made any sense- Is Oracle sutiable for backup and restore operations? (Restore on ne

This issue has cropped up too many times to be believable.

I'm getting this error when I 'restore database;' or 'restore database from tag tagname1;'

I am using Doc ID 467676.1 to upgrade yet I get this error related to restore. This is really discouraging

RMAN> restore database ;
