UCM CreatePerson Error .

Getting below mentioned error , when creating new record in siebel UCM by soap UI by Create Person Service OF CRUD..

CIF Transaction Mgr service failed to process the record with SDH Row Id=1-27JW6D. This operation is not allowed when there are no records displayed.

Please execute a query that returns at least one record or add a new record.(SBL-DAT-00215)(SBL-IAI-00512).
