Siebel BIP Report as an Attachment Issue

Hi,

Siebel 8.1.1.8  is integrated with Oracle BIP Publisher for Report. 

For automated report generation we are using a custom logic in our WF that invokes the standard "XMLP Driver Service" method "GenerateBIPReport" to generate the Report, and "FINS Industry BC Facility Service" business service method "GetFile" to download it.

But when we are trying to attach the generated report from server we are getting an error:

Error invoking service 'FINS Industry BC Facility Service', method 'CreateFile' at step 'Attach Contract'.(SBL-BPR-00162)

This operation is not allowed when there are no records displayed.

Actually we are trying to attach the generated report under an Order as an attachmene. The BIP Report is successfully getting generated and is present in server. The sourcepath also being fed to this step correctly as :
