SCAN Listener issue in 11gr2

Hi All,   GOOD DAY.

I have two node  RAC. When I try to connect with DB, connections are only possible with NODE2. I am unable to connect with NODE1.

TNS Client entry:

  (DESCRIPTION=

    (ADDRESS=

      (PROTOCOL=TCP)

      (HOST=xxx.yyy.zz.44)

      (PORT=1521)

    )

    (CONNECT_DATA=

      (SERVER=dedicated)

      (SERVICE_NAME=rac.localdomain)

    )

  )

where xxx.yyy.zz.44 is SCAN IP.

When I execute following command on DB server. It shows instance rac1 state BLOCKED.

[grid@rac2 ~]$  lsnrctl services listener_scan1
