What version of Enterprise Manager and plugins are needed to discover version 12.1.0.2 database

I am upgrading some of our database to 12.1.0.2.

After the upgrade the databases are not showing up anywhere to be managed.

The targets.xml file on the database server does list the new Oracle home but not any of the upgraded databases. (emctl config agent listtargets)

emctl getversion agent
