v$timezone_file: when is it created?

I am on Oracle 9.2.0.6.  I am upgrading to 11.1.0.6 this weekend.  I ran the utlu111i script (pre-upgrade utility) and it returned no issues.  The last time I tried this upgrade, it returned no issues but we had a timzone version of 1 and it wanted 4.  The pre-upgrade didn't catch that and I was on the phone with support all that day trying to figure out what was going on.  So, now the second attempt at an upgrade is happening this week.  I grabbed the catupgrd.sql file and looked through it.  It runs catupstr.sql to do the inital checks
