"Siebel seed data" performance

We are upgrading Siebel from 8.1.1.11 to 8.1.1.14.

The upgrade is not that difficult. However some of the processes take a very long time.

In particular, I would like to know why the step "Import Siebel seed data" takes so long, especially since most of the records cannot be inserted because they are duplicate.

Is there any way to speed up this part of the process?
