RSS Router Error - Process Task Monitor

Hi

what could be the reason why entering a requisition for approval using the Requisition Self service would give out this type of error? Requester and Approver's are set up in the address book correctly with Email addresses.

running on Apps version 9.0 and tools version 9.1
