Agile PLM 9.3.2 - webClient left pane not showing up

We did a db refresh ( meta-data) from one environment to other and ran ACP to get back the config back. After the refresh the WebClient left pane is not showing up ( it's blank).

Nothing works when I click on it.

Any pointers on how to fix this issue or any admin changes that we can make, will be much appreciated.
