Low Level Codes

I have an item where the cost of one component has been dropped in the cost roll up. When I check the low level codes of the items this component has a blank low level code. Is blank a valid value for LLCd? I have run the R30601 but this has not changed the LLCd - it remained blank. If this is not a valid value, how do I change it to a valid value?
