Siebel Communication Templates view file attachment is not presenting Open Save dialogue in OpenUI

In Standard HI interactive web client if you click on Attachment Name field hyperlink, a File Open/Save dialogue is presented to save the template item. In SIebel Open UI this option is not there and and html template files are opened in Browser automatically. How do we control this.
