How to know if a Recommended Patch Collection (RPC) patch was applied or not

I am preparing to upgrade Oracle database for our EBS R12.1.1 and R12.1.3. An Oracle interoperability document asks to apply a EBS patch as pre-requisite "only if you have applied a Recommended Patch Collection (RPC) patch".

How can I know if a Recommended Patch Collection (RPC) patch was applied to EBS R12.1.1 or R12.1.3 before ?
