Managing Databases using Enterprise Manager (MOSC)

unable to create emctl after cloning

I am using Oracle EBusiness suite R12.1

after cloning an instance to test instance

I ran the command

emca -config dbcontrol db -repos create

it failed

so I found various errors in the following files

emagentdeploy.pl

emca

emctl

EMDeploy

emtgtctl

emutil

eusm

targetdeploy.pl

and

emomslogging.properties 

and emca.properties

and emd.properties

and emd.properties.emca

and emagentlogging.properties

and

env_emagent.mk

I am still missing something because when I issue the command

emca -config dbcontrol db -repos create

It gives the following information
