Material Constraints field on Plan Options, Constraints Tab

Hi All -

We are implementing ASCP on 12.1.3.  I thought there was an option to set Material Constraints to Yes/No on Plan Options under the Constraints Tab.  Has this option been disabled in 12.1.3?
