How to create and upload the simple GL Budget in 11i?

Where is Launch Budget Wizard in 11i as there is in R12 ?

The Launch Budget Wizard option in R12 shows template defined in excel sheet but this does not happen in 11i?

What is the purpose of Upload Budget in 11i since there is Web ADI?

Besides replying on above Please share any Video or screen shot document for creating and uploading budgets in 11i
