Class not found for oracle.apps.fnd.isg.app.soa.impl.ISGAppContext

We are configuring R12.2.3 Integrated SOA Gateway for web services and encountering the following error message when running a validation script provided by Oracle:

java.lang.ClassNotFoundException: oracle.apps.fnd.isg.app.soa.impl.ISGAppContext

We have applied patches mentioned in Doc. 1311068.1 applicable to 12.2.3.  We are unable to determine the source of this missing class file.  If it is a patch please let us know the patch number.
