Siebel Enterprse Server install on AIX 5.3 TL 12. After install, it does not continue to configurati

There are no errors in the install log files. However, there are a lot of files missing including start_ns. The configuration wizard does not start. Running the configuration wized by hand afterwards is unsucessful. The issue is the same in graphical install and in console install. Any ideas?
