Odd Behavior in Charges

We are running on 11.5.10i.  We have recently added a new Depot organization and we have odd behavior with a single item.  When logistics lines are booked, the item is coming into the Charges tab witha list price.  There is no value on the item on the price list referenced, there is no price list available to the operating unit with this value.  There are no modifiers, etc on the item or the price list.  Where is Oracle pulling this field from.  We cannot find the source of the value.

We can recreate the issue in our TEST environment, but it is only happening in this organization.  They went live June 1.
