What Function is Needed to Use Invoice Overview Button

We are using the same menu's as used for Public Sector Payables Manager but cannot get the Invoice Overview button to work from the Payment Overview form.  We get the message 'Function Not Available to this responsibility...'.  So what function do I need to add?
