Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. When does an offer gets locked for approval in OCRM?

Can someone help me to understand the possible reasons because of which an offer gets locked and thereby the approver can not approve the offer?
