ACA - Enrollment data gathering if not using Benefits module in World?

It seemed in Alicia's recent presentation on ACA that design specs weren't quite baked yet. My payroll lead is concerned with the potential requirement for huge amounts of manual entry, particularly since we don't use the Benefits module in World. She would find some relief if we know the answer to the following....We use DBA's to track health insurance deductions. . Will that historical data be part of the source for feeding the ACA workfile to determine enrollment in Health Care (or if it has been offered but declined)?
