Unable to Calculate Sales Tax On Prepayment Invoice in Payables

Hi,

Currently System does not Calculate the Tax on Prepayment Invoice and there are some set up things involved there,I try to query up the Tax Rules but there is no one defined appreciate if someone please guide.
