Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. OM workflow Line Flow – Generic not initiating ,not able to release the line

we looked at the sales order and is very strange
to see that the workflow has not created any activity (which helps it to
progress further ),

What can be the root cause.

When i copy that order everythning is working fine
