What happened when the temp invoices has deleted in billing

We have a scenarion going on in our system over the period of time. In the proj resource table, we have come accross thousands of rows of data with the BI_DISTRIB_STATUS='W'. When we look at the BI_LINE record for the corresponding project, activity, PC BU and resource id, we don't find any rows of data. Again the data do exist in the PS_INTFC_BI_CMP table with the temp invoices which means that the invoices were already generated. In this scenarion, we are assuming that the invoices were deleted from the Billing worksheet. But when the billing worksheet has been deleted, we
