How do you create IC transaction for outside processing?

We have a work order with only one routing operation for an outside process.  When we do a receipt against the PO, the P3103 screen pops up to ask for the completed quantity.  This creates an IM transaction to offset to the OV receipt of the *OP1 item.  However, it does not create an IC transaction or backflush any of the materials on the parts list.  My understanding from previous experience with outside processes is that this PO receipt is also supposed to automatically record an IC transaction.  What am I missing?

We are on E1 9.0.
