solaris 10 luxadm offline fails Device busy

I am decommissioning a non-global zone in solaris 10 which had been built on a UFS metaset located on a SAN.  MPXIO is used to access the LUNS.

In order to do this, I have shut the non-global zone down, unmounted the disks, removed the devices from the metaset and released/deleted the disk set from the server, and also deleted the zone configuration.

I now want offline the disks which were previously in the metaset so that my SAN Administrator can unpresent the LUNS and re-use elsewhere.

In order to do this I am trying the luxadm -e offline command and it is failing saying the Device is Busy.
