R12 MOAC Payables: "FRM-40742: Illegal status conversion on record 1: INSERT to CHANGED." Help!

R12 MOAC  "FRM-40742: Illegal status conversion on record 1: INSERT to CHANGED." 

We are setting new operating unit.  However we faced error while setting up financial option. Error message is "FRM-40742: Illegal status conversion on record 1: INSERT to CHANGED.". The setting is saved after clicked OK.

Responsibility Payables Manager > Setup > options > Finanicals Options

The doc 1431987.1 or Bug 10081290 did'nt provide any help or idea to solve this.

Any body  have an idea ?
