P05005 not retrieving Geocodes for Payroll

We are on E1 9.0 Tools 8.98.4.12 / iSeries and Vertex 4.0 .... The P05005 is not retrieving Geocodes - nothing in our PYenvironment regardless of state, city, county, zip entered;  for PD environment we can enter PA for state and one line for Canada is retrieved.  We can create interims and run payrolls. Any suggestions to resolve? Thanks much!
