Hyperion Planning Access Control Report returns 403 error in 11.1.2.4.001

We are on Hyperion EPM 11.1.2.4 deployed on Windows Server 2008 R2, with Planning and Essbase components patched up to PSU 001. In Shared Services Console, when we right-click on a Planning app to get to "Access Control Report", it results in a 403 Forbidden page. Anyone else seeing this, or know a fix for it?
