After upgrading Siebel from 8.1.1.11 to 8.1.1.14.6, Open UI Layout is not usable

We recently upgraded from 8.1.1.11 to 8.1.1.14.6. Then configured Open UI. Logging into finsoui_enu shows a layout that is nearly useless. The columns are not resizable, so names and addresses wrapped into two or more rows. I've been told that 8.1.1.14 has only one theme: Aurora. I don't know if this is the reason, but when comparing with the Open UI in 8.1.1.11 there is a huge difference. I've included to screen prints. Can someone tell me how to make 14 look like 11?
