Cannot update the Expense GLAFF (greyed out) in the Cost Group Setup in R12.1.3

I cannot update the Expense GLAFF in the Cost Group Setup form. When I put my curser in the GLAFF field it turns grey and will not allow any update to any of the segments in the GLAFF. What would keep the GLAFF from being updated?
