EBS 12.2 - Database 11.2.0.4 Upgrade Overlay Patch 20523280 Conflicts

Hello All

I installed EBS 12.2 base release and now trying to upgrade database from 11.2.0.3 to 11.2.0.4.

I installed 11.2.0.4 in new home and applied April 2015 - 11.2.0.4.6 PSU 20299013. Then I followed document - Database Patch Set Update Overlay Patches Required for Use with PSUs and Oracle E-Business Suite ( Doc ID 1147107.1 ), Table 3 Release 11.2.0.4 PSUs and Patch Lists for EBS r12.2

While applying Patch 20523280 (11.2.0.4), it encountered conflicts with PSU 20299013. As per above document there shouldn't be any conflicts if I follow Readme of patch 20523280.

Following patches have conflicts: [ 17420796 20299013 ]


Please help.
