Usage Contracts connection with install base

Hi,

We are implementing oracle service contracts for a customer.There is a case that we need to capture monthly counts for a certain service and bill them monthly.

To be able to use this,We created a usage type item and a install base tracked service item.To be able to create a service agreement, line as usage and subline as counter which we created with the install base tracked service item.

Our customer's question is, do we have to use install base for this business need?

Is there any way that we can use line type service and capture the monthly counts of the service without using oracle install base?
