When Oracle decides to disable failgroup?

Hi all,

I have a question related with database configuration.  

We have a diskgroup with normal redundancy level, with two failgroups, each one is situated on different storage systems.

I would like to ask when Oracle decides to disable the failgroup, in case for example of big timeouts of read/write operations on storage on second storage system.

Where is trigger? I don't consider the situation where the second storage is dead, but let's say is partially dead, means: the respond time of access to disks is big.

Is possible to configure some initialization parameters in way that Oracle will be more restrict in disabling the remote failgroup?
