Restrict Upload of WebAdi

Hi, we would like to create a webadi that allows one user to create and then email another user that uploads.  the restriction we have is that by enabling the inquiry users to download and create, they can also upload.  if we give them a reporting only webadi, then the user receiving the entry to upload, cannot upload.  in summary, i would like to have a webadi downloaded by one user with no upload capability and then sent to another user with upload capability.  is this possible?
