Has anyone had a problem with F41021.PQOH not balancing to F4111.TRQT for item, B/P, lot and locatio

We are running EnterpriseOne version 9.0 on an AS400.  During our pick/pack/ship process, we use P4113 to move the inventory from the inventory location to a location called "PICKED" instead of immediately removing the inventory from the system. Then the orders are ship confirmed, the freight update is run and the inventory is relieved from the "PICKED" location when we run R42800.

I discovered yesterday that we have quite a few item/lots in the PICKED location where the quantity on hand in F41021 does not sum up to the total of the corresponding transactions in the Cardex F4111 by item/BP/lot/location.  It appears that either the P4113 or R42800 is updating one of the 2 files (F41021 and F4111) but not the other file.
