Are Static page formats possible in an RTF template?

The request is to have the pages on the BI form set with horizontal and vertical column lines set to a standard size regardless how many lines of data print per page. (See attached) If the first page has 25 lines static tall/5 columns wide, and only 5 lines print with data they want all 25 lines to print anyway. If the need for a second page occurs, then they want the second page to print 75 lines and 5 columns to fill the page even if only one data record spills over to the second page. I tried to
