Non-Stock are not seen as demand when the Min Max Planning report is run

We are using Stock & Non-Stock items on Activity BOMs in eAM so that when the PM work order is created the parts needed for the job are on the work order and will be seen as demand when the Min Max Planning report is run, but the non-stock items are not being seen as demand and no purch req is being generated for them so the parts are not getting ordered.  The team working on the project was able to get this to work with 1 Non-Stock part number, but they can't tell me what they did to get
