Open Enrollment and dba X-Refs

We are going through Open Enrollment currently.  We have the basic DBAs set up for the plans, and have X-Refs also set up with the new rates listed.  The x-refs have effective dates to align with the change to benefit rates, and are pulling the correct rates into the Employee Self Service event correctly.

When we go to run pre-payroll, the new rates are not pulling in, though we have the basic DBAs set to end the day before the X-Refs are set to start.  Ideas of what may be happening?  What else can we try?
