Delinquency Fees not generated second time after running them in proof mode

We have created a version of R03B525 with processing options to generate notices and fees journal in one run.

When we run it the first time notices and fees are generate in proof with Processing option set to not update the work file and o for proof mode for the notices and the fees.

After the run we check the Late Fee Date field in F03B11 and it is empty (we have not run them yet in production).

Still, when we try to run it the second time, only notices are generated, not fee journal.

We removed the days between fees condition and the fees should be generated but something is obviously preventing it in the background.
