E910_this specific user can not insert record into F4209

hi, this user has certain inclusive row security but it's confirmed that he has access to run generate this PO..but he failed to get the approval route in P43081

In the debug log...this is suspicious where it has shown :

Inclusive Insert Row security disabled for USER APPURCLERK on TABLE F0101 because COLUMN ABAT1 did not have a F00950 Y entry

can sombody what does it mean here ?
