Creating Forecast without budget by PA period

Hi Team,

We wanted to create a Forecast for a Project without Budget Amounts, and the forecast amounts entry to be manual(not from Resource plan or Workpan) by user across PA period for next 3 years starting from Project start date.

Can you suggest the way to achieve this.
