Transfers from one branch to another then delete old branch Error 0286

We are moving inventory to one branch.  After transferring, Repost R3190, etc.. not all items will delete from old branch.  Bug 12477468 SAR 4766601 was closed March 9 2015.  Has anyone else had this problem? How do I get around the error to remove items from the old branch?
