Locale String Missing after upgrade IP2013 to IP2014

We are currently running on 8.1.1.11 version of Siebel and performed an upgraded to 8.1.1.14. The upgrade was successfully without any major issues.

However later when i did a full compile for the SRF, the application did not have any screens or views. But, when placed with vanilla srf, everything was visible.

Later, i realized that the Locale String was missing.

All Local Strings (e.g) Applet Locale, Symbolic Strings Locale, Symbolic Strings Current String value.

I would like to get your recommendation how to resolve this problem

1. Can i directly export these locale strings from my earlier 8.1.1.11 version using LMU utility and import them to 8.1.1.14?
