Order lines stuck at Fulfill-Deferred in workflow and the lines status are shipped

Hi,

When transact Sales Order, the lines do not progress to close after shipping.

while doing ship-confirm there is no error.

Sales order lines status shipped.

In workflow activity Fulfill-Deferred. And users cannot invoice the customer.

We are in Oracle Applications : 12.1.3 RDBMS : 11.2.0.3.0

Can anybody help?

because it occurs in engine production.
