Cannot Approve Leave - Payroll Lockout

Hi,

We are using JDE Ent 1 (9.1.4). Currently in our HR Leave system managers cannot approve submitted leave if payroll is in process, system error "Payroll Lockout". Is there a solution that can help us avoid this problem and let the manager approve/rejects leaves even if the payroll is in process.

Any guidance is appreciated.
