How to Define Rate of Counter reading

Hi Guys

How to Define Rate of Counter reading, as Field Service Technician visit client side, he has to count the reading printer of photocopier machine , so as

he enter the reading in the debrief region , i.e explore the counter region and enter the values.

So there is a need of defining the counter rate  prior entering the counter reading.
