Security rules

Hi,

I have defined a security rule on the natural account segment(segment3)  which excludes the value 1151230 and assinged  it to a responsibility GL super user.

I tried to create a manual journal using this account 1151230 from GL Super user responsibility and the system allowed me to do so.

Why is the system ignoring security rule?
