Account value not visible

Hi

We have defined a new value 12345 for the segment natural account and this this value exists in database.

However when we go to navigation from a particular user

setup--->Financials--->Flexfeild---->Key---->Values and try to  query this particular value,we dont get this value.

In addition to security rules ,CVR's do we have any other security setting which might be causing this ?
